It's not a relationship until one person declares their interest in the other person, and the other person gladly accepts. Until then, you're just two people (or friends) hanging out. Nothing more.
I believe a relationship is when two people continue to see each other on a regular basis. You should know what kind of relationship it is by how you treat each other. It's also about the connection you have with that person. A relationship could mean many thing's so you have to decide what kind of relationship you are in and whether this person is in the relationship with you.
The minute the people involved have something beyond a friendship, it is a relationship. And, the period where their status is undeclared as an exclusive couple, my advice is to step cautiously, for this a most vulnerable period of time.
