Be direct but polite. I don't think saying oh I'm busy coming up really works. You have to make it clear you're not interested and never will be. It sucks rejecting someone but it's part of life. I've been rejected and it feels awful. Ultimately it's better to know where you stand than keep holding out hope for someone to become unbusy or whatever other excuse they gave you.

I think that should be added as an amendment only IF the person still wants the rejectee to be a friend. Sometimes, we enjoy a person's friendship, but we don't see them in a romantic light. There nothing wrong with that and it's ok.

Before answering this, I considered how I would feel being rejected. Sure, it can be a little 'hurtful' esp if it took some thought to approach someone I was attracted enough to.
I guess I would be brief but polite with someone I didnt know but with an acquantaince I would invest a little more like: thank you for asking, your a nice person but I'm not interested in you like that.
