Incest is defined as brother-sister, father-daughter or mother-son sexual relations. Cousins (even first cousins) are completely legal to do what they want and AFAIK are allowed to marry anywhere in Canada and the U.S.
However, I get that this can be a touchy subject with a lot of people, and I really don't know where the uncle stands in all of this. I would personally find a family that engages in this kind of thing on a regular basis to be more than a little creepy.
EDIT: My comments above are based on the assumption these people are all over the age of consent. Otherwise, it is just straight-up rape.
Rape can still happen between relatives. And we didn't know her age when I posted that.
I didn't know that, are you positive about the cousin thing. because if you think about it a cousin is no different from a half brother or sis.
Or an uncle.
Many cultures consider cousins to be siblings. In many Native American cultures, it's taboo for uncles to even look at their nieces, or be alone with them in a room. Interesting how in the US, it's all about the legal definition. What about the societal definition?
OP you need to give more details, I know this is a family forum but there are too many blanks in this situation.
How old was she when this happened? How old was she when she was with each person? How old was the uncle and cousin when it happened?
What exactly did happen? Was it actual sex or molestation? Was it forced, consensual, coerced? Was she under the influence of alcohol or drugs at the time?
How long have you been apart? She wants to reconnect but how long has it been since you broke up with her?
From what I gather without the blanks filled in you should tell her how you feel with regards to how you feel disgusted. You shouldnt try to be with someone when you feel like that about them with regards to their past. You need to make this clear so she doesnt come back to you to reconnect.
Also, before this thread gets to up in arms about statutory rape and unlawful incest, please know that it all depends on more facts, such as how the law in your state defines those offenses. For example, most people mistakenly assume that criminal incest is sex involving any family connection (e.g., 2nd cousins) and statutory rape is with anyone under the age of 18. Below are some basic google research in these areas but I'm sure you can locate your states specific details.

I disagree, I'm not sure it really helps getting into the details at this point because it will only fire up this thread up. And really, no one is going to agree on how to handle after those facts are revealed. In fact, I think OP got the answers he was looking for and any further discussion of the incident would only be incendiary.
Thread should be closed and removed to the kitchen at this point IMHO.
Try compassion. It may have been totally forced on her. No matter what it was, she survived it and deserves respect.
