My opinion is its whatever you make of it. If you set it up as a date such as dinner, movies, hotel lol jk but seriously if its a short coffee or drink its more of a meet and greet. before meeting face to face it should be discussed by both of you what both of your POV are so you are both on the same page. I have met with some that it was like a date, dinner and all. The other night it was just a meeting randomly, and definitely not a date - I told him by text where I was picking up dinner for my lunch hour while at work, and he showed up to introduce himself. Again, it depends on the situation.
If you're meeting from a dating site (hence the name), then yes. Even if you're just going for coffee, it's still a date, and you're not obligated to go on a second date either after that.
Otherwise, no, unless you two have made it clear in some other way.
I consider it just a meeting but then again I just meet very casually (either for a soda or just to walk around the mall). Now if we meet next time that's a date but very few online meetings went that far.
I find it kind of strange to think of meeting someone online for the first time a real date. I consider it like the first time meeting them. Pre computers, we only dated (not including set ups) people we already met. I am a poor judge of determining whether or not I'd like someone based on their picture and profile. I'm person is often different.
