Absolutely not. I think there are relevant state laws you might want to check to be sure. Average men have absolutely no right to date, nor they should be able to live in nice houses or have decent jobs. It's awful what the world's coming to. What on earth next?

Any right? Do you even know what that means?

By asking if he has any right to start dating is questioning his ability for freedom due to him being in-extraordinary. Everyone has and must be given rights as we are in virtue of being human. If you harm others, of course you will be punished.

But yes he is free to date. Also, average is a very very vague term so I am quite confused of what you're even implying.

According to officials, only the top 45% guys are permitted to date which excludes the average guys so the answer is no.
