18 they might still be in high school (so home with parents). But depending on graduation 18-20 a lot would be in college/living on campus. I suppose they would hang out where college students hang out. There are also under 21 clubs. Aside from that, I would say anywhere anyone else hangs out.

Every college town has that one road that's basically undriveable (and often actually roped off from traffic) because of all the college foot traffic. In Madison, it's State Street. In Tempe, it's Mill Avenue. Nothing but bars, food, and college kids.

College and college-related events (student activities departments usually throw a bunch of events, often open to the public).

Bars or clubs (if you're in an area where it's "18 to party, 21 to drink")

Sports clubs or similar groups - inter mural leagues, etc.

The mall?
