Sometimes I catch women at the gym looking at me. I look away and when i look back they are still looking at me and yet they never smile. I always wonder what they are thinking and is it good or bad. I know I am doing nothing wrong as I mind my business while working out. Any ideas of what this means/why they do this?
I zone out between reps waiting for the minute to pass, so I could be staring right at someone and not "see" them. I've watched other gym goers when they are doing an exercise I might want to try, or I'm trying to figure out the equipment. No, that last part was not a euphemism.

It probably means they are not actually looking at you but concentrating on what they are doing and it only appears they are looking at you.

You're really overthinking this. It's probably not about you at all. Think about it; you're on the stationary bike, say. Where are you going to look, but straight ahead? If there are other machines across the room in your field of vision, and someone happens to be on the one directly across from you, that's simply where your gaze settles. It doesn't mean you find that person fascinating. You don't even notice they're there, hardly. And what else are you going to do, stare at the ceiling? The floor? Sit there craning your neck to the side, to stare out the window or at a blank wall?
Are you grunting or just making loud noise as you work out. This can be very annoying to others and you could be oblivious to fact you are loud. Are you the type of guy who tend to stare at yourself in the mirror during most of your work out. She could be watching you staring at yourself and thinking you do more checking yourself out in the mirror than actually working out. Especially if she is not smiling back at you, I doubt if she has anything romantic in mind. It could be something about your gym etiquette that she don't like and trying to figure out how to tell you.
If you are so inclined, slight smile...give a small nod...and continue your exercise. If they are interested, that might be enough encouragement. They'll do the rest if they are wanting to meet you. Otherwise, just go about your business....it could be like some have said...you are just in their line of vision. Nothing ventured, nothing gained
