Whenever I see a man try to initiate a conversation with a woman in hopes of getting her number, it's almost always a rejection (and a rejection rather quickly). The opposite of this though - a woman approaching a man - is nearly infallible. I think i've seen 9 or 10 women approach men in my lifetime and it's always easy and instant success
I don't know, how does one person initiate conversation with another human being?
For all you know they could be making them uncomfortable, or maybe they simply aren't attracted to them, have a bf/husband already, or maybe they just aren't interested in talking to anyone at the moment.
For example:
Where I am from, a lot of men have a tendency to say things like:
"Hey shawty, you sexy."
"Whatcho name is sexy?"
"Aye girl come here!!!"
All those approaches are rude and make me feel very uncomfortable. Hardly any guy has ever approached me without saying those things, or complimenting me in a way that isn't appropriate. Like "Aye girl you got a nice azz." Then there have been some guys who came up to me with a simple "hey, how are you?" or a joke. I ended being friends with them for a long time because they wanted to be, and they couldn't hide their feelings. I simply just did not return them. Unfortunate but it happens a lot.
It could be the same thing with these women. Need to consider all the angles and possibilities.

What, do you sit around watching people all the time?
For all you know they could be making them uncomfortable, or maybe they simply aren't attracted to them, have a bf/husband already, or maybe they just aren't interested in talking to anyone at the moment.

Those kind of approaches are definitely a percentage of them but I'm sure there's plenty of normal approaches there where the man talks to the woman like a normal human being and I nearly always see it result in rejection anyways.
I'm telling you though, the opposite of that - a woman approaching a man - is nearly perfect in success rate. That's why I'm astonished to hear any woman complain about dating - not only do you have the luxury of being the one who is always pursued and always have many men interested in you at all times - but you can approach a man you like and have a near perfect success rate without saying anything even remotely interesting or being even remotely confident

My observation is that men fail to close the deal. Women are receptive to them, but the men get shy at the last minute, or a friend walks up to them and distracts them, blowing the interaction, or something happens to cause a fail.
