I frequently get similar types of cat calls when I ride. It's started happening at my work when I ride through the parking lot. I'm thinking that I might need to stop before I get to work and put my shirt on.
It's such a strange behavior. I don't understand what is in these people's minds.
Maybe it's coworkers joking with you? If you're riding around shirtless, then people will assume you're showing off, or at the very least, that you're fair game. The thing is, people do this to women even if they're wearing a winter coat. It's not that they think they're showing off or making a bid for attention.
Are you aware, OP, that there are countries where catcalling and other street harassment don't happen at all? Scandinavia is a breath of fresh air, in that regard.
