Sounds a little odd to me... I guess I would take it as someone who was is in love at one time with this person, saw her again, and realized he would love her forever... Does that make any sense? LOL...

That's quite famous. I am sure it is from a well-respected poet...

Anyway, it means this girl's appearance would make you fall in love with her, and only her, and to love her forever after. It's just a fancy way of saying she is very beautiful.
