It's cheating until the SO knows, and after that if the SO remains in the picture, it's an "open" relationship. If a spouse tolerates others in the picture, it's no longer cheating, it's something else.

The Clintons are swingers, Hillary isn't stupid, she's known of the many trysts, but she has her own reasons for accepting them. Theirs is not a traditional marriage, it's a politically useful union is all.

In that way Bill was right, he figured since he and Hillary don't have that kind of marriage, even though they pretended to for political reasons, the public didn't have a right to care.
