Hmm I suppose he's somewhat of the all-around guy? Smart and athletic, but still likes to party. He's a decent BS'er, but so am I so I can't count that against him lol. I know he's pretty well regarded in his peers' eyes, although I personally think he has some image issues going on, but that's just me being all psychological. He flirts with other girls, just never ever with me. He gets kind of tense around me, like he doesn't really know what to do or like he's completely uninterested in my very existence. It's so funny when he actually does make a little flirtatious jab at me because he almost tip-toes his way into it and then looks so relieved when I flirt a little back. My goodness, this is just too high school and slow for me. If he can't figure out what he wants to do, then I see no reason to wait for him to.

It sounds like the guy doesn't have much social skills. If he can't back up what he texts in person, he is a dud.
I always hold eye contact, but there are times where I have to stare at lips due to a hearing loss, especially in a place with a lot of background noise. However, that is not the case in your situation.
Next time just gently put your hands on his face and turn his face towards yours when he starts to look away and say something like, "I'm right HERE" in a joking manner.
If he blushes or stammers he's just shy! Which I'm guessing is the case.
If he is able to text those things to you but not "deliver" any in person, he is either a super shy guy with weak nerves that needs time to be comfortable around you to finally look you in eye and say what he means OR he is hiding something. Also, he might just be intimidated by your looks entirely and feels even more insecure about himself.
This was so long ago. Oh I have learned much since then haha.
