Practically, they were waitresses and hotel staff.
He picked many of them up from the big casinos and hang outs in Las Vegas.
These girls worked there. They might even have been pressured by the runners of these places to hook up with him.
And I doubt these girls have that integrity to stop and think. They loved to dig for gold and got cheated.
Tiger is the biggest culprit of all. He used his status and money to woo these women. He just wanted to taste flesh and then trash them.
