I agree, but I think it crosses over into mental illness / dysfunction or at least maladaptive behaviors when it leaps off the rails into contexts where it's not appropriate to act in such ways. And it is certainly not healthy to not act in your own best interests. Do you think she'll keep her job when she thinks she has the right to disrupt congress? I rather doubt it.
It's one thing to act like an idiot in an environment where it's expected, encouraged, and provided for; it's another thing to impose it on other people, disrupt workplaces, etc.
