Insulting a piece of cloth with another piece of cloth is against the law? !
It's not enforced, but according to 4 U.S.C. § 7(e), 'When the United States flag is displayed with the flags of states of the union or municipalities, and not with the flags of other nations, the federal flag, which represents all states, should be flown above and at the center of the other flags.'
It goes on to state that 'No other flag should be placed above it. The flag of the United States is always the first flag raised and the last to be lowered.'
So, though it's not enforced, the church that did that is in violation of Federal Law 18 USC Section 700.
The Mexicans did it with a Mexican flag, and nothing was done, in Montebello California, and the liberals applauded it .
No liberals didn't. One student committed vandalism during a very American activity, a protest march. That student was punished. End of story. Let's not let xenophobia distort our memory of historical events.
Patriotism is the last bastion of a scoundrel, so they say. Thank goodness here in the UK we don't go in for flag waving like those in the US. It would appear they have the need to as they are unsure of their position on the planet, unlike us in the UK!

It's not enforced because it's a code of conduct and there is no method for enforcement nor any penalties set.
Our previous church flew both the American flag and the UN flag, and did so in accordance with US law.
