So does anyone have any idea why on E 5th Ave near Nuccio Parkway there is a building that has a large American flag flying with an anarcho-syndicalism flag under it?

Is that on the top of a building? If so, what building is it? No I've never seen this flag before, but it's very interesting.

It is on a building, but i don't know what the building is. It's a large red brick building with a tower 1 block south of the arch that goes over the west end of 7th. It's also well lit at night. It looks like a government building except for the second flag. It's been a curiosity to me, so before I drive up there and knock on the door I thought I might ask here

Ok after a little researching, this flag is a NAVY RAS (Replentishment At Sea) station marker flag. Station #13. Not anything anti-government
Update: A search of tax records shows the building is still owned by TAMPA FLORIDA BREWING (which closed in 1961), so I don't know the reason for the flag. Ok, so who wants to knock and ask them what's the story with the flag? LOL

The Navy RAS #13 is red on top and blue on bottom.
I thought the one in the picture was black on the bottom.

Looks dark blue to me in bottom. I think it is just the resolution or distance from where photo is taken that it doesn't look clear blue.

It's blue!
I went past it today and saw that the building is the law offices of Swope Rodante PA. They use the flag as a symbol both on their website and it also has meaning when it is flying. Check out their site and click on the flag for more info
