You're certainly entitled to that opinion. I would actually agree that it doesn't seem right. But the US Constitution and our legal system sees nothing wrong with that happening.

They're "actively seeking" to shape legislation because they KNOW they are the biggest offenders.
The 2 million is a drop in the bucket for them.

Exactly. They will spend $2 million now if it keeps them from paying out many more million later.
