That is an aspect of it. Joseph forgave his brothers and yet after Jacob/Israel died, it was revealed that they didn't fully receive it. And Joseph had to reassure them.
Typically? Apart from this thread, I know only one person who uses that word. It is true they use it as a term of derision, but one person using it is not 'typical'.
I don't know that you can say which is more important.
