That is very unusual, I've never heard of anything like it. There are many religious organizations that provide all sorts of help to people in need but don't require them to listen to a sermon. I wonder what they would do if someone asked for medical services but said they weren't religious and weren't interested in meeting with the chaplain.
One big problem with these "clinics": quality is uncertain. In a field like medical care, patient's safety should not be compromised. Offering hypocritical free health cares with the motivations of promoting religions just setting it up for medical disasters.
Free health care for the uninsured is a WONDERFUL idea, I don't think they could legally turn anyone away who wasn't born again or who disagreed I think the basic concept is a great idea, hopefully it will catch on, without the religious sermons.
I think it's their prerogative, if they're providing free services, to at least spread the word. No where does it say you have to believe it. If I needed free help, and went there, but didn't agree with their teaching, I would get the help needed, listen, say thanks but no thanks, and go home.
If you'd rather bleed to death, that's your prerogative.
