"illegal" means it is against the law. While it may be against the contract, or coop rules, it is not a matter of legality. If you want the board to know about it, inform them. Don't know how? read your coop rules.
As others have said, phone, email, letter, postcard, sticky, anonymous note under the door.
I live in a co op building in NY. My neighbor is subletting the apt without notice the board for many years. The "tenants" are keep changing. What shall I do to notify the board? I thought it is illegal.
Is this something you want to get involved in? If you are sure you do, then write an anonymous letter to the board or invite a board member over on the pretense of visiting and let them see it themself. Sometimes it is better to remain "silent" and thought a fool than to speak up and remove all doubt..don't remember who said this but you have to be careful in a situation like this one. You don't know who is behind all the subletting going on and you don't want to put yourself in any kind of jeopardy by reporting it openly. I would either do the letter or invite a member of the board over to your home. Be careful!
Is your concern that they are subletting the unit; or that they are doing it without 'notice' ... (or at least, 'notice' that you have been personally informed of)? Also, are you certain they are 'subletting' ... or are they being allowed to stay there by the owner?
Perhaps your concern with notifying the board is that you really have no evidence or first-hand knowledge of the situation ... and don't want to look foolish, in the event no rules or laws are being violated?
Are these folks posing a problem for you? ... Are they noisy at odd hours; do they disturb your peace or the peace of the building? -- Or is your issue simply sticking your nose in where it doesn't belong --- to make sure that 'other people are not violating 'rules' that you think they should follow?
How often do they keep changing? They may be running an illegal "hotel" suite. That's very popular in NY and they are trying to really watch the regulation and enforcement now. There's lots of talk about that...about people being kicked out when it is discovered and the tourists have nowhere to go and lost their money. If I discover who is contacted I'll let you know. Maybe zoning.
Do they come for just a week or so? Do you know if they are tourists?
