Recently saw an apartment. It was damaged from the previous tenant who lived there, and hadn't been renovated yet. I took pics/video of everything, the power was off.
Do I send a letter via certified mail to the landlord pinpointing the issues, and have them fix it before move in date? Any other advice?

You act like you already signed the lease. If so, that's a problem- before the lease and in the lease is when you get these things set in stone.

Best you can do is tell them they have the obligation to deliver a damage-free, appliance-working apartment by move-in date. I would do this nicely since this is a future relationship- not this certified mail sterile BS.

well, then ask them to deal with all this before you sign. if they resist, get them to believe they will have to fix for any new tenant.

Negotiate gently but firmly. Ask for the repairs and view before signing the lease.

Don't count on anything that isn't done before you sign getting done afterward either.

Tell them to fix it or you aren't taking the apartment. Simple as that.

After reading the apartment horror stories on this forum, I'd never move into an obviously damaged apartment. Too risky.

From personal experience, don't move into a place until you see the actual unit, in the exact state you will get it.
