As far as your boyfriend saying this is enough to break the lease, that's not right. When it says 24 hours notice, it means (and probably says) at least 24 hours, not exactly 24 hours. It's definitely a jerk move by the management just to say anytime in the next 2 weeks, but it probably does satisfy the lease and State law.
Just so you are aware of it, OP, if you change the locks, the landlord can legally have a locksmith out to remove your locks and replace them. You get the bill for that expense, plus, you are the one that has to make arrangements to obtain the new key.
It's more likely that the landlord will give you a 48 hour notice to replace the original locks. You can be evicted if you don't.
Or maybe nothing will happen if you change the locks, except you can't complain if you don't receive any maintenance. But why set yourself up for trouble that you don't have to bring down upon your own head?
You did receive a legal notice that the air-conditioning guy was coming in. If you want your air-conditioning on for the summer, you must allow the repairman to come in to get it set up. That's a black and white either/or choice.

I disagree that saying hey, I intend to enter your home sometime in the next two weeks is acceptable. Um, the law is all about what's "reasonable." Good luck convincing a judge that this was "reasonable" notice.
Seriously, would that be okay with you?
Otherwise, why not just put a clause in the lease that says, "Sometime in the next year, I will be entering your home to do some maintenance."
