So I found an apartment I like. They quoted me a price of $1189 and that price would be locked in for 2 days as long as I went online and filled out their application andd paid the fee. So today I just wanted to check on the status of my application and it said the price was $1423. They are trying to say they made a pricing mistake and the unit was priced wrong. I have the quote sheet in writing for $1189 with the disclaimer that it would be honored for 2 days (filled out the online application within an hour or two). Do I have recourse?
I would say your best recourse is to find another apartment. I would not want to rent from those people!
I think that if you pushed the issue and won, then rented the apartment, they would do everything they legally could to make your life miserable. It just isn't worth the potential hassle!

Not to mention when that first lease term is up, you'll be facing a hefty rent increase for sure. Probably to at least $1423.
Just ask for your fee back if you paid one and look for another place, these people can't be trusted it seems.
