Don't pay the hotel bill--either the housing authority or her insurance should reimburse her for that.

But.....a plumber is not a 'qualified professional' to inspect for mold. They may have seen a lot of mold in their time, but that does not make them a mold inspector. If you really want to cover your butt, hire a mold inspector.
