Kind of funny, and sad at the same time. Really, its awful for everyone involved. The residence has to deal with the bad press of evicting a 94 year old. There has to have been a breakdown where the social workers or whoever didn't get involved...or family...The 94 year old is homeless...The cops have to deal with a 94 year old to arrest...
So she's evicted for not paying rent and this is the church's fault?
She tried to pay a partial payment but that isn't a full payment. The group tried to get her to apply for more assistance. She didn't. How much more could the group do to prevent this? How much more should they reasonably be expected to do to secure housing for someone who seems unwilling to help herself?
I get it that this is an ugly situation. No one wants to evict people. It's an ugly reality of the landlording business, but it has to be done. Elderly and right before Christmas makes it that much harder to do, and that much more newsworthy. I would say, with a high degree of confidence, this was not the first choice and the people involved feel horrible.

It would absolutely be hard. No one with a heart enjoys doing evictions. If 3 months went by without rent, just about any landlord would find himself without any other options.

Hard to say what's going on with her, but it does sound like they worked with her and didn't get any collaboration.
Some people are thieves their entire lives. Some people are antagonistic, predatory, or irresponsible their entire lives...
This is pretty easy to solve: start eviction and at the same time contact public social services and alert them to the situation so they can step in and arrange something for her.
social security pays for nursing home service even if a person doesn't have the net worth or benefits to qualify. They'll try to take it from your estate if you don't have the funds to meet the costs but I don't see the issue here. There are solutions for a person this age.
