a renter is not responsible to clean the lawn/leaves, unless its stipulated in the rent that the renter is supposed to do it.

Look the neighbor in the eye and say "Not my problem".

After my great aunt died my parents were settling her estate. I was visiting one day and the neighbor called to tell us a big branch had fallen from my great aunts property onto her land. We went over there and it was clearly from a tree on HER property. We should have told her to fix her own problem but my brother and I cleaned it up for her since she was an elderly woman. We did point out though it was from her own tree.

So I take it you do not live in a city where the property owner is also required to keep up the outlawn? Does the city actually come by and mow and rake, etc.?

I've been living here for almost 3 years, I see gardener came by 4 times only when the lawn is too full, owner hired them. Nope the city doesn't come by. I wish they do because I need them to cut the branches shorter and fix the potholes. I saw residents posting their complaints to the city about this but the city is ignoring us...oh well.

Tools are not, renter or not, it isn’t your responsibility to clean her sidewalk. You are completely within your rights to tell her that you will not do it and end the conversation.

Then how is the outlawn cared for, if property owners aren't expected to care for it and the city does not? i find it hard to believe the street is full of manicured lawns and long shaggy outlawns... (I'm confused because you seem to be saying that the leaves blowing into her yard are coming from the outlawn, which you do not think it is your responsibility to clear along with the rest of the yard because it "belongs to the city." I too think it's unfair that a city can dictate what you do with your outlawn because technically, they own it {can't post signs out there, etc.} yet still expect that you maintain it with your own time and money, but...)

Except for New York that have requirement in front of your property be kept clean, what other city have such requirement?
