The city is responsible at times for plotting neighbor against neighbor by way of citations.
Wind blew a garbage bag from neighbor onto my sidewalk. I got a ticket. Tried to fight it and lost.
Now I installed camera ................just in case.......end of story.
New York is the only city that i know off that does it. Here in LA it makes no different how dirty it's in front of your house, city do not care.
While that is true, at least i could see an argument that because he didn't keep up on cleaning neighbor have to do it.
