New York is the only city that i know off that does it. Here in LA it makes no different how dirty it's in front of your house, city do not care.

While that is true, at least i could see an argument that because he didn't keep up on cleaning neighbor have to do it.

Only 4 or 5 leaves are blown away to her side. Doesn't even block her home, just the border near driveway, doesn't even block the driveway. Neighbor just want her side clean, nothing can touch her home..as of now wind is blowing..nice windy day.
