The eviction freeze does not affect evictions for the breach of a non-financial lease term. That may vary based on differing state laws and depend on whether or not any required hearings can be held.
I disagree this evection can cause more problems if they tenant go to street.
People who get high with regularity can't stop on a dime. Unless they have an epithany until they hit a rock bottom and go to rehab it's going to go on and on.

All that means it that there are no withdrawal symptoms associated with pot. That has nothing to do with the fact that pot is still very addictive to people. I knew people who were so addicted to pot that, despite being threatened with the loss of their children via the court system, they still couldn't help not to smoke pot.

I agree until they want to stop on their own and not for someone else including a landlord or neighbors they won't change. Same for other drugs and alcohol.
I will disagree some what because pot addiction is becoming an issue with an estimated 30% of users having a 'disorder'. Legalization is still relatively new and need time to perform more studies.
UPDATE: Landlord once again told the upstairs neighbor to stop the weed smoking and so far I haven't had any weed stink drifting into my apartment for 2 months. We will see how long this lasts. Thanks for the replies
