How about Green International?
The problem is that Green does not denote the location in its name. It would seem having location and international as part of the name is the objective.

Big Yay! This seems like a no-brainer to me. They did a survey which reported that outside of Rhode Island only about 10% of the respondents even knew where "Green" was located. Rhode Island International says everything positive which needs to be said from a brand point of view. More people have heard of RI than either Green, Warwick or even Providence.

I don't think that's a problem at all. Frankfurt Airport is not in Frankfurt. Neither are Paris or Tokyo Airports. There are loads of examples where the name of the airport isn't actually in the city itself. It's branding. San Francisco Airport is technically San Francisco (they own the property) but its outside the city.
