Vague indeed, but this is a worthwhile pursuit in order to examine the practical effects of racism on those who have been on the negative end of it for generations. However, the city is hardly in any position to provide any kind of financial compensation - as a reparation.
Compared to addressing the city's $1b+ pension liability (the elephant in the room), correcting historical injustices would seem to be the obvious, if not easy work.

I've got a lot more faith in the black man of Providence than you do. I suspect he'd prefer economic opportunity to free money. And this in large part depends upon retaining the few taxpayers left in the city, not driving them away with liberal schemes to relieve them of yet more of their loot in the name of "social justice".

The black person of Providence actually probably cares less about your particular "faith" in them than they do about getting equal justice out of a system historically meant to keep them in their proverbial place with structural inequities.

Your portrayal of black Americans as helpless victims marching in lockstep doesn't do them any favors, and betrays an incredible lack of sophistication in understanding. Just ask the black teacher, or the black cop, or the black lawyer, or the black doctor, or the black architect, or the black judge, or the black nurse, or the black Supreme Court justice, or the black ex-president. The most freeing opportunity for people of ALL color is economic opportunity and it doesn't flow from the bleating yapper of a confused and misguided mayor scrambling for popularity in a dying city.
