This is quite perplexing and a bit concerning, because from what I understand gangs are not exactly on a downward trajectory in the city. I understand resources are tight, but you'd think it be a greater priority. They made great progress in the 2000s tackling the problem head on, now it more and more looks like they have given up.
If graffiti tags are any indication, they have thrown in the towel. The graffiti task force under Mayor Cianci, in the 90s was one of the most effective in the nation at the time. There were significant resources, equipment & staffing, devoted to nothing but removing graffiti. Broken Window Policing works.

Upon conducting a traffic stop, police said the driver told them this “his boy just got hit in Pawtucket” — and appeared to be concealing an item in the console. Police said that a search of the vehicle found a loaded gun and a magazine with live rounds; the firearm was confiscated."
A house was shot up in Charles. Article seems to suggest that it might be gang related. It doesn't look like a bad street per se, but if you look at the end it has what appears to be newer Section 8 builds. I wonder if that's drawn gang activity into the area?

I know no one who would posit that a public policy advocating the immediate removal of graffiti indicated a racist sensibility. But, I suppose in an environment where anybody can say anything, anywhere, it's possible.

Police located a (black?) SUV in South Providence they believe might be connected to the North End shooting. Suspect got out and ran to which a foot pursuit ensued, where he then tossed a gun along his path of escape. The brave officer(s) apprehended the perp.

"Police said shortly before midnight on Saturday, they were on patrol in the area of Plain Street they saw an SUV matching the description of a stolen vehicle out of North Providence. According to police, they followed the SUV through the Wendy’s on Eddy Street, at which time it accelerated out back toward Plain Street. Police said they attempted to make a traffic stop by putting on their overhead lights; they said the vehicle began to slow down at which point all of the occupants jumped out and ran. Following a foot pursuit, police said they apprehended a male individual — and found a loaded firearm discarded in the path the suspect had taken attempting to evade police. According to Providence Police Detectives Major David Lapatin, police are looking into whether the vehicle involved in the incident was the one used in the house shooting. "
