Tha larger MSAs I undertand but look at Austin, Charlotte, Raleigh and Nashville. They are comparable to Richmond MSA yet attracting way more people.

Richmond will get there, it has a great downtown, plenty of buildings with tons of potential (they just need to be renovated and filled out). If the city actually invested on repaving the roads everywhere, especially downtown, and providing better public transit as well as a better nightlight (music venues and bars are nice but where's the clubs?) the city would be doing much better. It seems to cater to the African American population, which there is nothing wrong with to an extent since the city is 57% black, however giving a 2 million dollar grant to open a rap/hip-hop club (the Hippodrome or something), is not really fair when the same treatment is not given to white people, and all though there aren't as many white people in the physical city, there are PLENTY in the surrounding suburbs.

Perhaps the biggest issue is the lack of cooperation between Henrico/Chesterfield and the city of Richmond?
