i was driving past that new museum in downtown roanoke and i saw a little girl sitting on the edge talking on her cell phone looking like she was ready to jump.

i am posting this message from my phone.

should I call the police?

If the girl was going to jump, and you waited until you could log on here to ask if you should call the police, it's probably too late to save her. We don't encounter people who want to kill themselves on a regular basis...so this probably won't happen to you again. On the rare chance that it does...do whatever is in your heart. You don't need approval to help a fellow human being. There is nothing wrong with any of us reaching out to help each other, especially when we see someone who's obviously in need. We've become conditioned to believe that we need to just leave each other alone and mind our own business. I think THAT is more wrong than "butting in" to help someone who needs it.
