OK, Mr. know-it-all, for any car that has OBD II or newer computer systems, the car is plugged into a code reader that is directly linked to the NY DMV's data collection system. The state's system then reads the data that the car's on board diagnostic system provides. If anything isn't Kosher, that's it, you're done, and all the coffee and donuts, or $20 bills won't change it.
Now, if you're driving 30 year old "cracker boxes", then it's a different story...............
