Which would you say is safer, living in and around a Sacramento $700 apartment or a Colorado Springs $500 apartment?

A $700 apartment in Sacramento is not going to be in a good area. Can't speak of C.S., but Sacramento has a VERY HIGH CRIME RATE!!! Check out the figures and the area before you move!
