My husband is the Senior Analyst at Fort Sam Houston. Veterans and active duty military are given priority for positions at most bases.

Make sure you read the KSA's and the keywords they are looking for. Most traditional resumes are between 1-3 pages... USA Jobs resumes can be up to 10 pages, etc.

Understand that the people initially screening the resumes (if not resumix) are not trained in your field. They are trained to look for specific keywords. Then, based upon the years of experience your resume is rated... usually on a 100 point scale.

If you rate a 100, and so does 10 other veterans, they're rated at 105 - 110, etc. due to preference.

It's hard to find a Government job in a town full of military and ex-military... if you have no preference points.

Do you mean International Trips and Tours (ITT), the travel agencies that are on some bases; or an IT job such as comms/computers?

If the latter, the better way is to find a contracting job first, then find a GS position and apply for it. I don't know if my company has any positions at either locations, in my four plus years there I have not heard of any contracts there but that doesn't mean they don't exist.

Search this forum, there's been several threads on government contracting jobs; and read up on the inputs. Civil Service jobs are not easy to come by, but "getting inside" does help one's chances! And, as I am always telling people, it is much easier to find another job when you are already working...
