It's legal because they have signs posted that state "no through traffic"...of course, they will pull you over for any minor infraction, not for "driving through"...

Dunno about that, but paranoid conspiracies are sure alive and kicking. I live in HP, drive a ratty 70s pickup, minus the aforementioned sticker, and have never been pulled over in 7 years.

Yeah, but that's not as interesting as some of the tin-hat conspiracy theories that people like to propagate!

I actually do find it fascinating. People from all over the world doing presumptive research and correlating it with a few facts to weave a mythical reality; the core of which I see gradually seeping into the mainstream. It's rather contagious. I wonder if a definition of the syndrome will find its way into the new DMS-5? It surely seems more worthy of a diagnosis than the one they've come up with for grieving.

So what are the stickers for then?

HP doesn't have "no thru traffic signs" to the best of my knowledge. HCV does however and these stickers are probably used as a tool to monitor that.

I haven't any idea, but I was asked if I wanted one when I went up to city hall after moving here. I asked the gal behind the desk what they were for, and she said she hadn't a clue, but assured me it would NOT keep me from getting a ticket!

Everybody else has them, I guess at some point someone decided it was time to join the pack.

What's funny are the number of residents who place them upside-down on their vehicle. It's actually an "HP", not an "H". But a lot of people mistake the loop as a flourished "H".

In case some are scratching their heads.....

I remember when HCV had their police block the egress from Eagle's Nest church because they did not want the church goers to drive through their city after the service. They blocked it knowing full well that our city, San Antonio, or the state, maybe, had construction going on in the 281 access road temporarily blocking that side of the church parking lot. Needless to say the church goers were trapped in the church parking lot for hours until those HCV city officials decided to quit being bitter and allowed the church folk to exit toward Bitters.

We used to go to a pediatrician and dentist located on 281, in HCV. They both had signs posted in the waiting room that patients were permitted to drive through, since they were patronizing a business located there. There has been controversy in the past because of their "no through traffic" policy.
