You can usually buy them at the Fiesta events themselves. I was at the art fair today and there were vendors there selling them.
Often, too, this time of year they're sold on street corners, along with the bad art.

I've seen them in the places mentioned as well as Party City. Fiesta's such a big deal in San Antonio that if you're a store and NOT selling Fiesta themed merchandise, you're missing out.
