Soundproofing a home (how much, house, moving)

Has anyone put in Climatizer windows?
I'm dealing with a neighbor who is in denial about how much his dog barks.
I've tried a "bark free" ultrasonic deterant, it's only been up for a week but so far no change. I suggested to the neighbor to try a spray collar.
I sleep with a sound machine so the middle of the night isn't an issue it's the rest of the day or early evening that is the problem. Too many times the owner doesn't get the dog in and I can't even hear the TV. I hate to spend the money but I'm trying to think of ways to sound proof the back of the house or even try some different shrubs along the back fence.
Other neighbors find the dog just as annoying but refuse to get involved and try to do anything about it.
Moving is out of the question and I'm trying everything before I finally just go to the HOA.
Ideas appreciated as long as it doesn't involve harming the dog.
