Did you want answers to any of this? I count three questions, which I will sort out so that members can provide helpful replies.

1. Can poor people get justice without paying off police and politicians?
2. Why won't Hollywood Park residents pay more in property taxes to provide better pedestrian and bus service for blind and handicapped people who work there?
3. Don't Hollywood Park residents realize that their choices are putting handicapped people in danger?

I could "somewhat" answer #2 and #3.

I don't know much about Hollywood Park,
but from what I've seen in other places, the reasons for #2 and #3 is exactly to keep "undesirable" people out of there by not spending money on things (sidewalk, lighting, public parks) that will attract them.

I'm against that, because, to put it in few words, they want the best of both Worlds.
They want to keep "undesirable" people completely out of their area,
but then they use 281 everyday to go to work, go to the zoo, go to McAllister park, etc, etc. that were built with everybody's tax money.

I call them "free loaders"

There are plenty of parks for you to walk in. "The man" isn't doing anything to you.

Dopo, you say you know nothing about Hollywood Park, yet you call them 'freeloaders'.

I don't understand how keeping sidewalks out of your neighborhood keeps 'undesirables' out either, but maybe you'll enlighten us

And isn't Hollywood Park considered a high income/property value area? Wouldn't they pay their fair share of taxes?

Do they pay them to the city of Hollywood Park, the city of San Antonio or both?

If that's the case,
then how are they paying for the maintenance of 281 that I bet they use everysingle day of the year.
Or am I right about calling them "free loaders"?

Despite Bowie's best efforts, I can't make heads, nor tails of the OP's gripe. Hollywood Park doesn't have any businesses within its boundaries. The commercial properties all line its perimeter, being 281 and 1604. Along that route, the areas which do not have sidewalks are undeveloped. I've no idea where the stops are, but if they aren't with the OP's liking, he should be taking his concerns to VIA.

It is true that the residents decided to end the bus route through HP, but no one used them short of a few (presumably able-bodied) maids which come to work. However, they were noisy, tore up the road and were a general nuisance so good riddance.

Despite paying an exorbitant amount in taxes, my potty still runs into my backyard and the streets are in need of repair. If you're gonna hate on someone, go pick on Hill Country Village. At least we throw a heck of a July 4th party open to everyone, as well as feed 'em all for free.
