Because money is fungible some portion of the cash will fund pensions for water and wastewater employees. If the pensions for these employees weren't underwater, that money could have gone towards the capital projects and the rate increases could have been smaller. However, it's not so simple as a direct cash infusion from your water bill to the pension fund. I would call Carl DeMaio's statement 'truish' but not the whole picture.

Ya, it sounded like more of a "most" vs all but it also sounds like a way to force us to fund the pensions without a vote (like what is being proposed on the sales tax.)
