If you have AAA auto insurance, you can go to your local AAA office and take care of the license change. If not, you're doomed to a few hours of hell at the local DMV, assuming you're also applying for a CA driver's license too.

I recently relocated to CA and the hardest part was dealing with the DMV, even though I made an appointment ahead of time.

Yes! AAA can save you lots of time and aggravation. But they can not do anything out of the ordinary, and unfortunately , can not do drivers licenses.

At least I know where to start now. Appreciate it.
If you have AAA, you might let them do as much of it as they can and save yourself the trouble of having to go to the DMV.

Every time I've had to go to DMV, I had an appointment, and was in and out of there in less than 30 minutes. If you download and fill out all the required forms in advance, it doesn't take much time at all.

I know, but that's my point. Being that San Diego has such a large military population, I would venture that a very large number of the out-of-state plates are legit. So the CHP will spend a lot of time tracking down 'false positives'.

Smog your vehicle first and make an appt. At DMV
This is the easy way. The hard way is to just show up at a DMV office and wait all day to get the information that you need. All the forms are on the DMV website, download them, fill them out, print them out, get your car smogged, and make an appointment with DMV.

Presto. You have California plates.

They will want to know what you are thinking too.

I drive very few miles each year but since it's a one ton I pay over 400 a year. I have a 1.8 mile commute. Most of the time I like to do it by bicycle. I'm surprised they haven't hit me with registration and fees for that too.
