You are young, go for it! There is always work in waiting tables & retail. Also, try Legoland, my kids & their friends had jobs there while in college.

Kudos for seeking out our community college system; It's really good and the faculty are amazing for the most part. I think they are trying to accredit some of the (trade) programs there to Baccalaureate status in order to make them more marketable, so it might be worth it to investigate your desired expertise.

As for moving here... well, I'll leave that to your better judgement.

Delay your trip until you have at least 6 months of savings. You should be able to find an entry-level job in 3-4 months though if you're persistent and a savvy interviewee.

Or, have a Plan B in case everything you try in San Diego just doesn't work out this time, and then pull back and regroup, and try again.

You can get one of these in a day.

Just be careful, OP.

My wife and I moved out here in June without jobs (but with enough savings to last a year and a half). She found a job immediately. No issues.

I, on the other hand, took 5 months to find something. It was incredibly humbling. Obviously, it varies by industry. I work in digital marketing/web development and I have an MBA, but not many opportunities existed. I would strongly recommend having more than 4 months income in the bank, but certainly a part-time restaurant/retail job can mitigate some of the risk.
