They all have waiting lists of a year or longer. One was just opened up in Mission Valley at Civita, and there are 400 people already on the waiting list.

My above post was directed at income subsidized apartments. What do you call "affordable?"

But it does point out that one can own a home in San Diego without being a millionaire! Maybe that information will help someone else down the line. I found it interesting, even though I'm not looking to either rent or buy at this moment.

The ones at Civitas in Mission Valley are Section 8 subsidized. Very small. One bedrooms from about 500 to 700 square feet. Rents are app. 600 to 800. Big complex with some condos in the 700k range. I would be a little upset if I paid that kind of money and then find out there is welfare housing just down the street.

Any and every large complex will have some units set aside for low income housing so there is no escaping proximity to lower income housing. So a person may be upset, but it will be an upset they will feel in any newly constructed housing complex in San Diego.

This is true. Income subsidized apartments are also tax credits.
