I'm trying to think of the group/singer from North County. It's not Jason Mraz, but the group has a similar sound to him and Dave Matthews Band. It's sort of a tropical sounding group, one guy sings and the name of the group is his name. Pretty popular back in the late 90s early 2000s.

He had one show at Lous Records.

Dirk was/is more of a local artist.

These don't meet some of your other data but;

The current front man of the British group Queen, that was popular in the 80s, is from Rancho Penasquitas, Adam Lambert.

Michael Damian had a #1 hit (Rock on) in the early 90s and is from Bonsall but he is known more for acting.

Eddie Vedder of Pearl Jam went to HS in Encinitas but not at all tropical.

Eric Clapton lived in Escondido in the 80s and 90s - part of the reason for the album "The road to Escondido".
