Can you get a CA license plate tab / register car with an out-of-state driver's license ?

(I know technically you are supposed to get CA driver's license within 30 days of residing in CA, though last time I did this I think I waited longer than 30 days so not strictly enforced at that time)

We moved here almost 20 years ago and I think we licensed / registered our cars with out-of-state drivers licenses. If you're a member, call AAA. They will know for sure.

There is nothing to stop you from buying or owning a car in California without having a driver license. You just have to find a licensed driver to drive it off of the lot.

I would assume you can....many military members are using their license from their home of record and buy cars here.

Here's the DMV checklist for registration - no mention of a California Driver's License being required:

However, if you're stopped by a cop for any reason, you'll probably have to explain why you are driving a CA vehicle with an out of state license. And, it wouldn't hurt to verify that your insurance company won't have any issues with this (probably not, but I'd check).

Does AAA provide car registration license tab service for a current out-of-state registered car?
Does AAA provide driver's license service, for those with a current out--state license (though I had a CA license within 5 years ago)??

You have to have a VIN check to register an out of state car in California, those are done at DMV so there would be no advantage to going to AAA and then to DMV for a vin check. You can't get a driver's license at AAA, you need to take a written test and only DMV administers those.
