I'm terrified of driving, especially on the highways, but i also want to have nice weather. Are there any places out there that meet this criteria?

No. You will want a car and the ability to navigate traffic and freeways if you plan to successfully live in Southern CA.

Any beach area is going to be filthy with traffic. Look way North of LA maybe. Smaller towns less traffic.

OP said "least amount" not "no traffic", so yes there is an answer to this question in Southern California.

No no. One needs to leave home for essentials and that will not be convenient in a low population low density area. Which towns would you recommend? I am also worried about fires so can't do thousand oaks or nearby areas. Maybe Ventura? Never been there though.
