No. You will want a car and the ability to navigate traffic and freeways if you plan to successfully live in Southern CA.

Any beach area is going to be filthy with traffic. Look way North of LA maybe. Smaller towns less traffic.

Which towns would you recommend? I am also worried about fires so can't do thousand oaks or nearby areas. Maybe Ventura? Never been there though.
