Mt Soledad is a good place to see North County, but you can't see much south beyond downtown. It's not high enough. The summit is just under 800 feet.

Conversely, from Mt Helix you get a good view of South Bay, but you can't see North County.

I'd guess that top 3 are San Miguel Mountain, North Fortuna Mountain, and Mt Helix. Of these 3, Mt Helix is the only one where you can drive up to the top, North Fortuna is a 45-minute hike from the trailhead in Santee, and I'm not sure if you can legally get to the top of San Miguel at all.

Cowles Mountain should be mentioned too ... you won't see quite as much as from North Fortuna ( limited view of North County ) but you will see more lights, because urban sprawl begins less than half a mile from the peak.

A good area I go to just to see some lights is the back of Fletcher Hills at a fence in a canyon entrance. Can see El Cajon, Santee, Lakeside, etc. So basically all of east county. Not sure if thats what you're looking for though.
