It's a great program and one of the few good things Newsom ever accomplished. It's not insurance so much as a better organized way of providing access to health services for low-income people that already existed, like SF General Hospital.

But I've never understood how the fees that restaurants charge go to it, when you'd have to assume that most workers at a restaurant in SF don't live in SF and wouldn't be eligible for this plan. But the restaurants always tack on a flat rate to pay for it.

HSF does leave them uninsured - it is not insurance. It is a bare-bones, means-tested medical care delivery system. If you need more care than the system provides, you will get a bill for it.
