I am looking for the best and cheapest pass for Bay Area public transportation, i.e., Bart, Ac Transit, Muni, Cable Car, etc. Is there a 'one size fits all', pass?

It depends. If you're just here for a visit, maybe there are vacation pass options. I don't think there is a one size fits all pass for that yet. I know that San Francisco's MUNI system has passes for tourists that go for one day to a few.

However, if you're living here a Clipper Card is probably the best option: https://www.clippercard.com/

Maybe they also have tourist options. I don't think they do yet, but I've not bothered to check as I use mine as an eCash card (meaning I load it and it deducts the fares as I go).

It's the only regional pass.

There is no one-size-fits-all pass. The Clipper card works on everything, but it's just a cash card. The closest thing I've found is BART - BART Plus The BART Plus ticket, which holds some cash value for BART rides, and works as a pass on other systems for 2 weeks. But since it doesn't include AC Transit (East Bay) it seems kind of lacking to me.

For SF proper, there's a Muni pass, which is $72 per calendar month and covers busses, cable cars, and BART within city limits. ($62 without BART).

AC Transit has a 31-day bus pass for $80. About $150 if you want to add Transbay busses.

If you're a student you can usually get any of these passes cheaper.

If you want to use more than one transit service in more than once city, then no there isn't a multi-agency pass like that. The $70 Muni + BART pass lets you use Muni and BART within SF only and is probably the best deal you'll get for a monthly pass, unfortunately SF is also pretty much the most expensive place to live around here. You can get a Clipper pass with Autoload which gives you $64 worth of transit for $60, but that isn't much of a discount. I think it's the only way to save on BART fares unless you're a child or a senior. BART sucks like that, it's convenient but it's silly to pay $3.50 one way for a 20 minute ride.

Odds are you're not going to be regularly riding all those systems anyways.
